Is it possible to have "HSNS Lite" with Telecom? Seems perfect solution for me.  

How did you cope in the, uh, "olden days" when everyone's upload was limited to 128k?


Times changed, are you still upload videos with 320*240 pix. sizes? 

Using GoPro Hero 3 to record QVGA videos, WOOO!

at the end of the day its a best effort service and its still working about the minimum so your ISP/Chours etc wont be able to do much

Times have changed, yes. No I don't upload videos at that resolution. But I don't think there's much you'll be able to do about your upload speed changing - as people have said here it's a "best effort" service - no speed whatsoever is guaranteed.
