Almost. It may take a number of submissions from people with different ip addresses in the same /24 block as you (x.x.x.Y) before they will allow a country change.
I managed to do it - was thinking we would create some sort of global mode for subscribers and NAT them out our addresses showing up as in the USA. But unfortunatley their social sources kicked in and the ip addresses i had showing as New York got moved with the rest back to Napier.
Oh I forgot to mention - they look at routing information too as a way to do some triangulation. Eg. We peer another ISP that they know exists in Bower Street, Napier. Therefore we must be pretty close to Napier too.
Google is a little bit broken today with geo targeting ads. I logon to my US VPN (for testing our site from the US) and I'm getting Thai Google ads. All ip databases report the IP as being from the US and it hasn't changed in the last 2 years, but Google still wants to show me Thai ads. Even on a fresh browser with no cookies.
Not much you can do, Google will fix it eventually
