Ok well so long as that black cable with the black and yellow is going straight outside to the white box then its looking more like a fault outside the house. Are you in a flatting situation? There are more wires in the white box than a single house would generally have - second black one on the house possibly going off somewhere else.
Just check that on the back of that wall jack the 2 wires coming from those joiners are going into the blue terminals.
