No we don't restrict smartphones etc that support 2300, as there are a few that will support CA across the bands. The point being made is that the FWA coverage area is not restricted by a single layer. There are off course other eligibility criteria...

You don't need to have multiple bands to have carrier aggregation. Vodafone are running carrier aggregation (different from DC) in 1800, and likewise Spark will ultimately do the same thing in their 2300MHz spectrum as with 70MHz of it it's the most effective way of increasing speed.
