Would not a simpler solution be to move them to an unlimited plan?  This would eliminate cost concerns (possibly get a deal cheaper even) and they can concentrate on better things.  





Lazy is such an ugly word, I prefer to call it selective participation

Linux: Don't guess ask them how they are checking usage!

 

They said they use the Spark website so it must be the MySpark system, unless there's more than one way to check your usage on their website?

This is a classic example of a UTM firewall coming into play, providing accurate reports on who did what etc

Edit - didn't read original post correctly. 

You don't know if it's upload or download traffic?

Maybe pop a trial of some software like Glasswire on their PCs for a week and see what that picks up. 

I recently was able to use Glasswire to help a client narrow down some usage that the Win10 data usage app listed as 'system' - not so helpful. Turned out it was the FB Games Room software somehow doing like 500mb of traffic every other hour whenever the computer was left idle. No idea what it was sending or receiving. 

 

Possibly OneDrive/Dropbox/Google Drive installed & accidentally backing up all their data to that service?

 

Change their wireless password?
