It is deactivated can tell by the message they hear when they call it

 

All good, I just thought I saw in another thread you mentioned that may not necessarily mean it's "lost" per se - I guess they're two different things?

My Wife and I both recently got locked out of our outlook.com email accounts while travelling in Europe, I fortunately had a gmail recovery email set up so could get back into mine, (Thankfully gmail did not also lock me out!) My wife only had her mobile number as a recovery option and she had accidently disposed of her NZ SIM after putting a local sim in so she could not use that method, but we really needed to get into her account to retrieve our boarding passes for our next flight - was quite stressful!  The questions they make you answer to get back into your account are numerous and quite difficult, e.g along the lines of who was the last person you sent an email to etc, fortunately her outlook app on her phone still worked and we could access the emails up to the point her account was locked so managed to cross reference the answers and get access granted back on the second attempt, but can only try once every 24 hours or similar and have to wait possibly 12 hours for the automated response.

To any one reading this, check your recovery options now so you aren't caught out in the future.
