I don't see an error here. The apostrophe in XT's represents possession between XT and the radio network controllers, while the use of the word its represents possession between Telecom and XT. Remember that an apostrophe is used to indicate possession in the case of a proper or common noun, but the apostrophe is omitted in the case of a pronoun. 


There are plenty of clumsy grammar and punctuation errors out there in the mainstream media but this isn't one of them.
