ashleylie: Most people wouldn't do this or know how to.. remember this is all about notifying people of an impending threat to their and their family's lives. The number of alerts CD send out are very few, we are not talking about people receiving frequent unsolicited txt's - only when it involves and emergency.

freitasm: After re-reading this thread I wonder one thing: if this is a CD initiative, it must be at local level. National CD would have gone to its provider or a large integrator with more experience on this kind of things. Gen-i, Datacom, HP/EDS come to mind.
After all this is the kind of thing you need to have agreements in place, a great deal of well designed and tested protocols, and I am not sure the OP is up to the task - yet.
