The whole idea of narrowing down the broadcast to geographical areas is to minimise the risk of clogging the comms system and to ensure those that need the information first get before anyone else. The system is working well in places overseas such as California where instant notification of fire storms is broadcast. Our discussions with CD have confirmed that their systems are not ideal (including localised sirens), all we are doing is attempting to use more modern and accurate forms of technology to provide a reliable alert warning system. We realise there are flaws in the system but as was said before, this is complimentary to exisitng systems and not a replacement. If anyone is interested in helping for the good of us all please let us know.

and cell Broadcast can be easily disabled in the menu of the handset

Most people wouldn't do this or know how to.. remember this is all about notifying people of an impending threat to their and their family's lives. The number of alerts CD send out are very few, we are not talking about people receiving frequent unsolicited txt's - only when it involves and emergency.

The problem is you can't easily do what you want to do. Knowing the location of cellsites isn't going to help you in any way at all and is completely and utterly irrevelent.

To know what phones are in an area you would need to query the HLR's of all 3 networks to establish the IMSI or IMEI's present within a geographic area, work out the numbers by cross referencing the IMSI or IMEI with the MSISDN to get the phone number and then send the SMS's. Quite simply, it's not going to happen without major negotiations with all 3 carriers and even then the changes that would be required to make changes to implement such a system are probably well beyond the sort of budget you have for such a project.

If you haven't already entered into negotiations with all 3 networks you should be doing this right now. You'll just be wasting your time otherwise.

Who have you engaged in CDEM down here in Christchurch?
What kind of Alerts were you thinking they could send out as part of the warning systems?

I disagree when you say the number of CD alerts are very few, due to the fact we most of the alerts come from a national level and there is a MOU between the Media and CDEM. Also CCC and ECan both were sending hourly updates in the last threat we had.

After re-reading this thread I wonder one thing: if this is a CD initiative, it must be at local level. National CD would have gone to its provider or a large integrator with more experience on this kind of things. Gen-i, Datacom, HP/EDS come to mind.

After all this is the kind of thing you need to have agreements in place, a great deal of well designed and tested protocols, and I am not sure the OP is up to the task - yet.

Unless, of course, the OP is working in an incubator and at the moment creating a proof of concept to demonstrate a new service they are coming to the market with.

Or, it could again just be someone trying to figure out where mobile users are to send out "offers" from "valued partners" to everyone in that region - but that would be against the law...

I know there is a national ssystem being rolled out for use within the CDEM Sector for Emergency Operations Centres. This maybe extended over time to have warning systems. Intergen is the key team working with CDEM on this.

There is also a local system CCC has just launched called ReadyNet

I wouldn't think so but could be wrong. I have not seen any e-mails to say intergen is setting up the warning systems. I am picking this is a neighbourhood group wanting to setup their own warning system.

Yes, this is a local initiative. At present we are gathering information on how to, acceptance etc. It should be noted however that the use of emergency text messaging is covered by patent, to date the owner of the patent has not given permission for its use to any organisation.

And diverting the discussion, isn't that incredible a patent for "use of SMS for emergency alerts" is even granted?

The patent was granted a number of years ago - it is reasonably broad in its context. It was taken out to protect 'a concept' that was being developed. However some organisations incl the Govt failed to grasp its significance at that time - only now I think people are starting to waking up to this not fully doing their research.
