I would be guessing slightly, but likely because this system is used for desktop applications also (i.e. you can manage your Caller Tunes from your PC) and not just T-World, which most phones using the Content APN will auto login.

Surely a simple mobile stylesheet wouldn't be that hard?

You should check the page source on the login screen, and you would know those words were not at all true in this case.
