I used the telecom upgrade found here: http://www.telecom.co.nz/oktatouchupgrade

and now i cant send/receive txt/s or dial/receive calls???????

Try removing the battery for 5 mins, if that doesn't work, call 123 and ask them to do a network reset and check the programming.

IF that doesn't work, IIRC you will need to get 123 to ESN change to a dummy ESN, and then back to the Okta Touch.

Have just finished talking to a telecom tech specialist/s(on the phone half hour) and done the above, I told him that my phone was working ok before I upgrade to 6.1 once upgraded no txt/s send or receive or dial/receive call/s. Now been given a reference number so its on the road tomorrow to the nearest telecom agent.
