He asked about co-locate and here is a quote from the RBI INFO page and it's very clear

The RBI-funded infrastructure will all be open-access, encouraging competition among service providers by offering wholesale DSL and wireless packages, as well as giving other service providers the option of co-locating (putting their own hardware) on the Vodafone-managed cellsites.

Really all i can gather from the information you linked to is

 - Vodafone are building the towers
 - Telecom are running the fibre up to the base of the towers
 - Vodafone will put a cellular base station upon said towers
 - Telecom and others have the -opportunity- to also put a base station upon said tower

Which for the OP means that he has no usable information other than there is a tower going up and telecom may decide to put a cellular base station upon the tower in the distant future.

But if he switches to vodafone, its almost guaranteed.

Correct If Telecom decide to colocate on the tower then Yes this will improve mobile coverage for the OP but that is up to Telecom NZ not me or Vodafone NZ
