Yup, that DL's in around 1 minute (4 minute video) on my Big Time connection from the cache server v17.lscache7.l.google.com [210.55.180.158] which BTW has a ping of 8ms :)
You said you were pulling it from v4.lscache1.googlevideo.com on my machine resolves to 210.55.180.153 which looks like it's in the same Data Centre (not that you can assume for certain with only IP)
Looks like something is wrong with the caching, you should be pulling it from the cache at near line speed.
Try logging a fault, unless NeilR is someone else from Telecom is around?!?!?

Ragnor: Apparently if you use OpenDNS instead of Telecom's DNS servers you will not be getting Youtube traffic from the cache, so I wouldn't recommend it.

I'll take slow youtube (time waster anyways) over sites not loading at all any day. (Opendns vs telecom dns)
