ICMP is de-prioritised by that hop in Telecom's network.. that result doesn't actually mean anything because connecting to a website typically uses http or https over tcp/ip.
Might be better to look at the network graph in Chrome's dev tools when loading the site.

I used to be able to access www dot DNforum dot com when I was using Slingslot's ADSL, but have not been able to do so since early Oct after I switched to Telecom's VDSL.
I may have the same " transparent cache issue" and have just sent an email to you, plambrechtsen.I wrote this message on Nov 18 but still have not heard anything from Peter.

tr3v: I cannot connect to http://www.microsoftvirtualacademy.com/ yet I can connect from work. Usually, if I try 2-3 times, I can get a page to load, but I have not been able to use this site from home. Very frustrating.
