There are a few interesting products out there - one I've had a look at is YakStack (name & pricing puts me off though), which does multi channel communication.

 

Another more promising one would be https://www.twilio.com/notify Twilio Notify which can do push notifications etc but failback to SMS, voice, email etc if a delivery receipt isn't received within X time. It also lets users decide which is their preferred way of communicating.

I've been in touch with the tender contact at NZFS and subsequently an account manager at Spark who has told me that they will register our interest in using the new pager network.
