Yep. Otherwise some idiot would tether their phone and try to download the entire internet, bringing the mobile network to its knees.

It could potentially happen. If unlimited mobile plans became the norm (not with fair use) I can imagine someone trying to do it.

 

Mobile only has finite bandwidth, whereas copper/fibre has a lot more available.
