Posting this in hopes it helps anyone in the future who might buy a new laptop with Norton Security on it or have installed it and can't get it uninstalled or deleted.  Just bought new Dell which came with Norton Security already on it.  I did not install it but it kept conflicting with my other choice of anti virus software, Avast.  I followed the instructions given by a fellow forum member and booted up in safe mode, then drag and dropped the Norton program folder out of my program files onto my desktop.
Rebooted and everthing worked fine with Avast Antivirus.  I went to uninstall the software from add and remove programs but it still would not let me, so I just deleted the Norton file off my desktop and emptied the recycle bin.  No more conflicts.
