macuser: I'd say go in the complete opposite direction, and actually build on PeterReader's features.

I would like to officially suggest a feature called 'Hey, it looks like you're...'

And so when you detect they are writing a post in say Offers in Wanted, Peter Reader would say 'Hey, It looks like you're selling something, would you like me to show you the rules'
I also think there should be a re-design of the UX elements of PeterReader, to bring him up to todays standards.  I'm thinking a slim line metal look, but with a face so it doesn't look too daunting - Almost like he/she has a real personality. 
I've found a great photo on the internet to give you an idea of what I'm talking about [ragged slash to remove the pic]

It's actually a mix of Peter Lambrechtsen (Telecom) and John Reader (Vodafone) because they always had to reply with those questions/comments...

MAybe just make a default 'suggestion' box for the specific forums 'create post' with the basics required for help, and/or a 'prompt before the post goes live for any user with less than 100 posts?

e.g.

I see you're asking about your speed.

Have you shown:

"x"
"y"
"z"

"click here for an example of what this means" might be a good closing too?

What, not have Peter Reader as our Uber Geek 62+1 Trusted Geekzone Subscriber Spy! All the hard work he does and people want to make him redundant. If we do that he may choose not to continue as a Subscriber the next time he has to pay his membership fees.
