vodafone have said they have completed their $14 million 4G rollout
does that mean RBI towers like the one i am connected too which are 3G will stay that way
and i will never have 4G in my area

Nowwhere did Vodafone say they had completed their 4G rollout - they have merely said they have completed *a* $14 million project.

Network expansion and upgrades are something that's always in progress, and there is still a lot of RBI work to be completed yet.
