We all know xnet has poor intl. performance, but I'd at least expect something better than this for national traffic?
The xnet account isn't in my name so right now I can't change on behalf of my mother, but i dread having to use the net here when I'm down to visit and I'm seeking some justification for the underperforming national speeds.
The address was recently hooked up to a cabinet about 300-400m down the street.

Attenuation: 11 - 4
Data rate: 13930 - 165
It's an ADSL1 plan so we should at least be seeing 6mbits or so down. The 128k upload should be able to handle that.
