Yes. The HTC Hermes is being tested and certified here, but not as a "VPA" brand. Vodafone Germany (and now Vodafone UK) are the only ones using the VPA brand. Vodafone Australia and Vodafone New Zealand are using the i-mate brand.

It seems Vodafone in Europe didn't want to enter the Windows Mobile space, but was pushed to it because of competitors such as O2 and T-Mobile. Vodafone Australia and Vodafone New Zealand started selling Windows Mobile devices way before their counterparts in Europe and never moved to use their own brand on devices, I guess mainly because of their low power in terms of support resources here.
