I'd put a beer on the internal wiring being very poor. With a master filter to sort out the probable wiring issue the OP would probably see a further possibly signficant increase.

Pretty much every alarm panel can support Ethernet with an adapter. Chubb's attitude towards Ethernet monitoring is pretty much that it's a fad that's never going to catch on.
My suggestion would be to move to an alarm monitoring company (Alarm NZ is one) who aren't stuck in the dark ages.

Wiring is a difficult issue in our home.
Built in 1992 or so and 100% concrete walls and floors with mass concrete fill in the block voids and steel rods.
Makes life very hard to alter or improve wiring.

sbiddle: Chubb AFx panels support Contact ID or SIA for monitoring. There are lots of options for adapters to convert these to IP.

MurrayC: I'm in Shirley Christchurch and moved house last month but within the same suburb. Before I was with Telecom and was getting around 5 down and 0.5 up. Changed to Naked Broadband with VF and got a significant improvement: https://www.speedtest.net/result/2650916335.png
Could of course be a bit closer to the cabinet or exchange...

Given the OP is on naked BB, why bother with a filter?
freitasm: There would be plenty of problems that could still impact speed. If the OP post the modem DSL stats (which we asked already two times before) then people will be able to say if even more speed can be achieved.
MurrayC: Yeah got a VF supplied modem to go with the new Naked Broadband. It was free based on a 12 month contract.
