At the moment you appear to be stuck on transmit.

Vodafone have provided some pretty clear answers to your issues above.

- you have reset your modem and router 
YES

- your PC (or other PCs in your LAN) is not downloading large files when you are testing - you are not being throttled by your ISP due to going
over the monthly cap 
NO

- your tests are always done on an ethernet connection to the router - do not use wireless for testing 
DIDN'T

- you read this topic and follow the instructions there. 

Make sure you provide information for other users to help you. If you have not already done it, please EDIT your post and add this now: 

- Your ISP and plan 
   NAKED DSL 400GB

- Type of connection (ADSL, ADSL2, VDSL) 
   ADSL2

- Your modem DSL stats (do not worry about posting Speedtest, we need sync rate, attenuation and noise margin) 
  PROVIDED EARLIER IN POST

- Your general location (or street) 
   TE ATATU SOUTH - TE ATATU ROAD

- If you are rural or urban 
  WHATEVER YOU CALL MY STREET ADDRESS

- If you know your connection is to an exchange, cabinet or conklin 
  UNFORTUNATELY NOT WORKING WITH CHORUS ....... SO DON'T ASK THIS
 
- If your connection is to a ULL or wholesale service 
  UNFORTUNATELY NOT WORKING WITH CHORUS ....... SO DON'T ASK THIS

- If you have done an isolation test as per the link above 
DONE MORE THAN 7 TIMES

We have worked on this lots and Tim has got stats off the line if I remember correct and the uplink is getting smashed

Does the OP understand that if you saturate the upstream connection that you will suffer erratic latency and slow downstream speed? This is the way the internet works - nothing is broken.

This, a million times this.  A good idea is to limit your upload speed to somewhere about half of your upstream connection rate at most, up to 80 odd percent when others won't be using the connection.

It seems this has been well bashed to death in the VF forums - a user using over 10Gbps each day with possibly 1GB of upstream traffic.

Move along folks, nothing to see here.

Hopefully the OP gets VDSL2 soon as the 10Mbps upstream will remove the ADSL2+ upstream bottleneck that they are experiencing.

This has been communicated. VDSL is the topic of fix but we cant provide a new plan thats going over ADSL with migrations on it yet as its not available. He will still get the 250GB just not the 500GB over VDSL as it comes after..
