I got a good technician this time, he found my plan was right but I was provisioned wrong in my modem. Speedtest results are back up to 7Mbps or so. Thanks for the help everyone! :)

So did you ask for a 50% credit for the difference from when you upgraded your plan until now... As you were only receiving half of the upgraded service.  Don't take no for an answer.

Yes, I asked for a credit, but the tech who fixed it didn't make notes in my account so they're trying to check him down to verify it. They're meant to call me back...

You really have to wonder how many customers TCL are ripping off by having them incorrectly provisioned. Most people would be completely oblivious to any issues.. From the number of people who have encountered the issue on here it's certainly a common problem to have.
