Any ideas as to a time scale for switching on VoLTE? And does VoLTE handle the low rate data ok?

Neither network has announced anything definitive around VoLTE.

Low speed data devices are not officially supported over anything but a regular copper PSTN line. If you have these you should be looking at alternatives, because once the copper PSTN starts being shut down in a little over 2 years they're not going to be officially over copper either.

Using your two examples Sky has used the internet connection for several years now for PPV bookings (you need the phoneline if you don't have the box connected to the Internet) and most new medical alarms are either Internet or 3G/4G based.

Ah yes, that makes sense, although I have no recollection of being told by Sky that the phone line was no longer needed...
