You _should_ have asked if anyone has any suggestions for improving Steam download speeds instead of jumping straight to OMG I'M BEING THROTTLED!

I've just tested it but Australia NSW should give you some alright speeds. Not quite as good as when the Steam caches in NZ are working as expected however.

Are you using a DNS unblocking service or Vodafone supplied?
Steam don't have any NZ based endpoints, however a good 80% of the traffic (last i checked) for steam downloads hits akamai Which vodafone have a decent network buildout so you should be hitting that most of the time.
The "Location" thing is piratically legacy at this stage.

I am not using and DNS unblocking or doing anything unusual it's just a normal broadband connection.
It may be just Steam currently. I am seeing some mixed results depending on what I download. Rocket League got 45MB/s however the best game on Steam only peaked at 3.5MB/s.
Cities Skylines however is going pretty quick:
This is quite a bit less than what I normally get (which normally peaks to around 110MB/sec). I am a little limited to what I can test since I run Linux but something has made Steam a little angry with serving downloads.

Now I can see how Gigabit Fibre would be a waste of money when steam only downloads at VDSL speeds. I should get our plan lowered to 50 from 200 since I can't download from steam at that speed anymore.

The internet isn't all about Steam and gaming. Other things are incredibly quick for me and thus Gigabit is worth it to me.
