I've signed up tot he Red network and my connection will go live in 1 to 3 working days.
I must say, so far i'm extremely happy with the level of customer service from the Vodafone team handling the home phone and broadband sign up, they have called me back every time they have said they would and seem to be really onto it - great stuff!!
By default it's on, but its lower then default TCNZ (in my case about 18ms). I believe you can ask for it to be turned off, if you think that your line is clear enough or you can live with occasional drop.
