I dug into the router settings, an found the sure signal device listed as 'Mitrastar Technologies'. I found a QOS seting that let me throttle it down to .1 Mb/s (the lowest it would do) Unfortunately the sure signal is quite happy down there and works fine :(

So pretty much a dead duck idea I think, thanks for the comments, fun, and parenting advice, knew you guys would be good for something ;-)

Import a cellphone jammer from China and home the RSM doesn't come for you?

Somehow acquire an IMSI catcher and again hope the RSM dooes't knock on the door?

Where are these teenagers getting money to operate their cellphones? As mobile data aint free. If you are giving them pocket money - then restrict that money until their homework / chores / whatever is done for the week.

If they have jobs - then be thankful that they are working. As they will be building up a work ethic by earning money and spending it on things that they enjoy. There are plenty of things that are far worse to spend money on (illegal drugs etc). Than just buying cellphone data.

Back when I was 16, I wanted better internet. My mum didn't want to pay for ADSL instead of dialup, so I did something about it - I paid for my own ADSL connection. It was Jetstart ADSL - speed capped to 128K/128K and it cost around $65 per month. (actually even more again as you had to pay for a landline as well, but my mum still payed the landline rental). Inflation adjusted 100/20 UFB with unlimited data is cheaper than that today. It also had a crazy billing setup, in that you had to pay separate fees to Telecom for the physical ADSL link, and to your ISP for the actual internet access. Imagine getting billed directly by Chorus separately from your RSP to get UFB fibre - I had the equivalent of that.
