exactly im 10km from the centre of Auckland, i only just got fibre, im 200m from my nearest tower but my phone likes to connect to one thats about 2km away. go figure.

while those numbers may mean something to you, like you SHOULD get a service or what ever it means little in context of what you are talking about here.

It's a good idea that the council sent out such info by this method, but they need to use other methods as well.

Oamaru was in a similar situation recently - a conserve water notice as they has only a couple of days notice and no-one in the town realized until the ODT ran the story 3 days later!

60 percent of phones received it in November 2018, nearly twice as many as November 2017 (34%). NZ is using the same technology as used in other countries but unfortunately a lot of phones sold here before it was introduced didn't have it enabled, so the only way for phones to have it enabled was via software updates which many manufacturers don't do after the phone is a couple of years old (excluding Apple), or as time goes by and people buy new phones. So in a year that number will increase again (maybe to 90%)?. Also, even if your phone doesn't receive an alert, hopefully someone around you will.

Check to see if your iPhone is set up for Emergency Mobile Alerts

Open Settings, select Notifications, and at the bottom you should see a toggle for “Emergency Alerts”.

Check on other Android phones

The Emergency Alert settings are dependent on the manufacturer and model.

Generally the settings can be found through one of the following ways:

Open Settings, select Sounds and select Advanced. You should see an option for Emergency Broadcasts.

Open Settings, select Wireless & Networks and select More. You should see an option for Cell Broadcasts.
Open Settings and select General Settings. You should see an option for Emergency Alerts.
Open the text message app and select Message Settings. You should see an option for Emergency Alert Settings.

Your alert settings may be called a number of different names including: Emergency Alerts, Emergency Broadcasts, Extreme Threats or Severe Threats.

My phone is a Samsung Galaxy S8+ It is still running Taiwan firmware, yet the alerts still work.

In my Moto G5s + the messages are saved in Settings > Notifications > Emergency Alerts > Emergency Alert history.

On my phone (iPhone 8 Plus) the alert briefly appears on the screen and then disappears. I subsequently discovered that you can review it in the notification centre, but that isn't obvious to general users and it quickly gets buried under subsequent notifications.

Not as far as I know. When was the test?

I have a iphone 7 and never received first test message. Apparently due to me purchasing direct from Apple rather than a NZ supplier. I did receive second test message.

The outcome of the previous test was that iphones on silent just vibrate. The message did not override silent.

No, it doesn't. If the phone is switched to silent, it will not sound, only display the notification on screen. If the phone is set to do not disturb, it will override and will sound (unless also on silent).
