The congestion issues people are complaining about is international. From what I can gather you seem to have issues over and above this; especially indicated by your hugely differing peak Vs off peak local speedtest results. Your symptoms do tend to indicate peak time congestion at your exchange. If you haven't been down this track yet, it would be worth pursuing this issue. It won't fix the international, but it should make at least some of your internet experience better (assuming it can be resolved, rather than a "yes there is exchange congestion, but there is no immediate plans to upgrade capacity")

Oct 2010 before an ADSL2 roadside cabinet :(
Is your router syncing on ADSL2 profile? I think you are only a few km's from the city, so if ADSL2 that's probably where you are connected. If ADSL1, then I guess a roadside cabinet that may not have a big feed, or an ISAM that may have issues dropping UDP packets during peak time.
You're pretty much stuck I guess til Telecom fix the issue. Even switching ISP's won't help here.

jesterpaul: Coffeebaron: You appear to be in the know about cabinetisation and ADSL2+ with Telecom.
I'm at Holly St Avondale. According to the Telecom website I can get ADSL2+ (and I've also checked and can get Red network Vodahug/Slingshot). Xnet told me that when ADSL2+ is available their customers automatically get migrated to it. However I'm still on an Alcatel ADSL1 DSLAM. The staff I have spoken to at Xnet were unable to explain to me why I haven't been put onto ADSL2+.
Any clues?

Ah, there's a clue; the RTA770 is an ADSL1 only router, so it looks like an upgrade is in order. Also, looking at your line stats, I'd say you are also connected via a roadside cabinet, so also after a router upgrade, you may not necessarily get ADSL2 just yet, but it will happen.

Capability Enabled: Bitswap Seamless Rate Adaptation I don't think you are correct there Coffebaron. I have all these ticked. Would my router have these options if they were just for show?
I have configured a Vodahug ADSL2+ connection with the RTA1320 for a friend and the firmware interface is identical to my RTA770. That one was getting 21Mbps (lucky sod was 200 m from exchange)
