What makes you say that? It's clearly the result of a network upgrade, else why ChCh first and now Wellington. Of course one could argue that it's all a pissing contest with VDSL since they can advertise the speed is there, but nobody will take it up because of cost.
And given what has been discussed in other threads about their peering behaviour, having all this speed for say watching NZ TV online hardly helps when much of the time, the traffic has to take a trip to the US anyway.

We’ve had 25Mbps sitting in a city of 250,000 people and we’ve had less than 20 people take it up. It’s an expensive product because under the present DOCSIS2 [Data Over Cable Service Interface Specifications]configuration it’s cost us quite a bit of money and it takes quite a lot of ‘node capacity’ to provide it to those customers so we’ve priced it accordingly, because if 500 people said they wanted it then we’d have a problem.(from http://itnews.net.nz/2009/07/31/25mbps-and-beyond-allan-freeth-explains-telstraclear%E2%80%99s-ultra-fast-broadband-strategy/)
