Is it still the case that WxC customers are restricted to dsl1 speeds unless they take fusion ?
Anyone know why ?

ISP policy and yes it's still the case.

I believe the policy came in when Fusion was launched, and I suspect it is to make Fusion more lucrative. I believe their core business is phone services while ADSL is probably because they have the equipment/interconnect anyway so it makes sense to also provide ADSL services.
