According to Google Maps, that points to 630 Luggate-Cromwell Rd - which according to Vodafone's coverage map, should get a pretty good signal.

That is showing outside / road coverage not in door or property

I have been in the car when it has happend. Coverage is good but, like I say it just vanishes. What I have found (new app) is when drops it picks up a different tower. So maybe I am on the edge of sites.

The CI you posted is 2G cell and these do not suffer from cell breathing

looking at a map of the area you have marginal line of site to the closest Vodafone tower which is up on the top of the hill as you go from cromwell into the Kawarau Gorge up behind the Goldfields mining center.

You might also get a bit of signal from the Tarras site at the northern end of the Cromwell valley as it has far better line of site to the co-ordinates you gave.

So it is likely you could be ping ponging between the two cell sites as there is no dominant cell in your location, this combined with the fact you will get reflected signal off the mountains walls of the valley and lake mean that often the phone/device can see the signal from the cell site, but the cell site can't always see the signal from the phone/device.

This is why when you have marginal coverage, especially in rural areas where the cell has to cover a large range, even 1-2bars is effectively useless.

this is completely a desktop look at things and you would need for someone from Vodafone to test near your house to be sure.

I've done some tweaking to my Fusion Tables lookup.. So you can now get the all of country, lookup by address or using the GPS location in your smartphone.

Now using Google Fusion Tables or Address Lookup or GPS using Smartphone.

That may help you get an idea of where the cellsite locations are based on what location they are registered in RSM.
