This is not a good argument. For years TelstraClear HFC gave 100% of speed when testing to its own servers. This all changed when Vodafone acquired the company, reduced investment and decided to launch unlimited plans.
You can't say that getting 10% of advertised speeds is justfiable, not even with this argument.
I would challenge the reduced investment quote as though I can't quote figures that is not the case at all.

This morning I'm getting full line speeds to WGT, AUK, SYD, MEL, and even LAX.
Just like the good old days!

Tonight is what really matters - it will be interesting to see if peak congestion has gone away.

I am guessing but half the posts are by one user connected to WKH and after this mornings swap out they should be posting less

So you are trying to tell me that these upgrades have been in the pipeline for ages and are not a reaction to the congestion experienced.
The DCMTS upgrades, yes. I got hands on with the team this week to see the kit and swap out process etc.

Unfortunately, I really do not have any other options at the moment. The flatmates are adamant about sticking with Vodafone, and it'll be another several months (December at the earliest) until I can even think about moving.
If I want something else, I'd have to personally fork over the money for a VDSL connection, with the rest of the flat refusing to share the cost.
I really do hate this situation. :\
