Well Vodafone AU don't charge roaming rates in NZ - you just use your plan rate / mins.

Vodafone NZ simply don't need to offer a deal like that because there is no competitive need for them to sacrifice the revenue - they already have the best roaming option by far out of the networks in NZ.

The irony of all of this is that ~10 years ago when VF NZ and AU wanted to scrap roaming charges they were basically told off the record by both the ACCCC and Commerce Commission that such a move would be deemed anti competitive, which is the whole irony of competition regulators who's job is not to ensure competition in a marketplace, not necessarily the best deal to the customer.
