1.Do you see speed problem ONLY at peak times?
Mainly but not exclusivly.

2.Do you use a file sharing service based on peer-to-peer (P2P) technology?
Yes, only a tiny bit.

3.When you see speed problems is the P2P program running on your network as well?
No. and it makes no difference as the p2p is so gastly slow anyway.

4.How do you notice speed problems (visiting a certain service, downloading emails, etc)?
Anything international, specially streaming content.

5.If you use P2P programs have you considered running those ONLY outside the peak time or do you keep them running all the time?As above, hardly use p2p

6.How many gigabytes is your monthly traffic?
average + - 8GB.

1.mostly, but sometimes outside peak times, too. In peak times, it's sometimes so slow that it makes me think i used up all my data allowance. It's that slow. Even off peak times, its quite slow, less than 400KB/s in downloads

2.Yes, bittorrent.

3.Yes, but even if i stop the P2P, the other stuff is still slow.

4.Extremely long buffering in videos [almost unwatchable], under 30KB/s torrent download, slow web-site loading

5.I run them always, but even if i stop it during the peak time, the speed is still slow.

6.50~70GB usually 60GB

Yes, never outside. "Problem" is 1.2Mbps instead of 6Mbps international and needs about 20 seconds buffering on video streaming.

YouTube (seldom used) and Australian hosted sites (ANZ Bank in particular).

I do not do P2P, but I would schedule them if I did. I do some large downloads (say 30MB), do not currently schedule them, do not have disconnections, and speed is still acceptable.

6.How many gigabytes is your monthly traffic?
Capped at 5GB, always use less than 3GB, average 1 - 1.5GB.

Browsing US sites feels like I'm browsing on dialup. I haven't noticed any changes in email response times (my mail is hosted in the US), but then again it just checks itself every 5 mins

NA

I use about 30GB per month (I'm capped at 50GB)

Yes, although in the past few days, speed not good during the day either.

Youtube taking forever to buffer, as well as other streaming video, painful rapidshare downloads (Less than 80KB/s, when speeds good i achieve 400KB/s+)

I need to update my answer:

I just ntoiced the problem happening now (13:50 on a Sunday) so I ran a Speedtest to LA and the results were identical to my evening results. So the problem DOES seem to occur outside of peak hours for me.

For this whole section, consider peak time as 5:30pm through midnight. You should answer all those questions even if you don't have speed problems.

1. Mostly - some slow speeds during off-peak may be contributed to the site's performance I guess.

2. Sometimes - but it's always set to run at the wee hours of the morning.

3. Nope - P2P almost always run when we're asleep

4. Mostly when downloading large packages - not through P2P. Browsing and email performance does not seem to have as much problem.

5. See answer 2.

6. Varies - between 6 to 20 GB

Hard to tell, am not typically using outside peak hours.

Once or twice a month for a few hours.

Speed issues are present regardless of P2P services running or not.

Usually stream media from international locations such as youtube and google video, low http page loads from international servers.

Use them pretty infrequently so not really an issue.

3-10GB usually, on occasion 10-15GB.

Mainly. Often OK in the morning. Evening: forget it.

Slow nationally, almost non-existent internationally (Podcasts from the BBC, YouTube etc from the US)
