OK, so we can definitely conclude from this that the DI-704UP is stuffing up your VoIP calls.

Given that DI-704UP is a NAT router, this most likely supports my theory that the least number of NAT devices you have between an ATA and the outside internet, the better.

I'll be interested to hear your results with VoIP prioritisation ON or OFF, when you have a chance to test this later.

This leads me to wonder if I will have better performance for my othher devices by moving them all from the DI-704UP to the switch. Only problem with that is that I use the DI-704UP as a USB print server so I will need to make sure that can still work (I assume if I turn DHCP off on the DI-704UP and plug one of the LAN ports into the switch I will still be able to print.)

Quite possibly. I haven't had very good experiences with D-Link routers and would generally advise to avoid them wherever possible.

Make sure that your RTA1320 has a built-in DHCP server (most likely it does) and make sure it is enabled before disabling the DHCP server in your DI-704UP. At this stage you should be able to disconnect the WAN port of your DI-704UP from the switch and use one of its LAN ports instead. Then you will effectively be using the DI-704UP just for its Hub and Print Server functions. In this simple mode of operation, the DI-704UP should not have any adverse effects on your network speed, VoIP quality or anything else.

It does. DCHP is on by default in the RTA1320 when IP extn is off.

The DI-704UP appears to have no QoS functionality, so plugging your SPA into this would be sure to zero out any attempt to prioritise VoIP traffic. If you can turn the DI-740UP into a dumb switch but still have print server functionality operational, do that. Then setup a static IP on the SPA (using its MAC address and making the Dynalink assign this to it). You can then use the QoS settings in the Dynalink to prioritise all traffic to and from the IP address for the SPA.

If you need some more help on how I've set this up previously, let me know and I'll dig out my Dynalink and put some instructions together for you.
