I have rebooted both on each change that is the Cisco Cable Modem and the Router

Try rebooting one device at a time then retest to isolate the issue.

Tried the individual as well. I have also replaced the surge protector

An update from me.  Last night I replaced the Vodafone supplied Netcomm router with a ASUS RT N66U.  Speeds are now rock solid and awesome.

That's what I did, the Netcomm is sitting in the Garage awaiting earth friendly disposal

Noticed that when I got connected (just to test the new router as it has voip line and wanted to dispose my spa adapter) then used my airport extreme and much much better. Got 100/10 on wifi using 5GHz wifi.

to confirm it was the Netcomm I disconnected the Airport Extreme and reconnected the Netcomm and sure enough the speeds tanked down to 12-15mbps download on a 130/10 plan. Put the Airport extreme back on and speeds back up to 127-129mbps download. Note: this was using Cat6 Ethernet.

A can confrim the router you get on cable is terrible. Random slow speeds for no reason at all. Switched the Airport Extreme and its been great
