Careful with this one, the 028 number range is also used by Vocus, some Vodafone brands (B+W mobile for e.g.) and Warehouse Mobile.
If you wanted to be thorough, you could block all non-assigned ranges from this page: http://www.nad.org.nz/list/6/Consumer

They must be up to the 0275x range now, as I had 3 calls now.. Two from London and 1 from a Canada number.
As I don't know anyone in either of these two locations I just declined them

I have added all the numbers in this thread to a blocked contact in my phone and can happily say I have had a 90% reduction in calls.
Only had a few, from +44 & +164 numbers. First one I answered and the guy said I was looking to make investments. Ah no, click and block. The Xiaomi Redmi OS can block by prefix, so +44 and +164 is gone.

As @michaelmurfy stated apps don't have direct API access to caller ID, so the app has to create a database of numbers which in turn apple callkit looks at for blocked numbers.
As of 11.3 you can block up to 30 million numbers now, prior to that it was 20, so my 3 wildcard blocks are fully covered now.
I was getting calls daily from the "UK" and "Canada", not answering them as I never get calls from either of those countries. The calls just go straight to voicemail, they accidentally left a message once and it was just Indians talking amongst themselves.
Since then I haven't had any more.
Here's what I'm blocking:
It's by far the least creepiest app, it doesn't need contacts permissions unless you want to whitelist them. It doesn't upload your contacts anywhere and their privacy policy isn't 600 pages long.

Three times now I've had the land line ring and there's this weird background talking, it sounds like a recorded message but it's unintelligible. I don't have caller ID so no idea where it's coming from.

I use 2talk for my work phone and get a decent amount, it would be great if they could hook up to one of those spam call services and just block them. Blocking Anonymous callers doesn't work cause some clients use Anonymous numbers.
