If I were to play devil's advocate here, I would say that Woosh's coverage footprint is too small, but it's entirely possible that Vodafone would initially launch their local service only in areas where Woosh has coverage. They could then gradually expand apon Woosh's existing network, or invest in WiMax infrastructure over time.
This scenario would also have the advantage of starting off with a limited customer base, which means that the bugs could be ironed out before the service goes nationwide.

Hell, here's a radical thought - what if Vodafone were to buy Woosh?
Vodafone had the chance to invest in Woosh but opted not to do so. Remember that both companies are using very similair technology, TDD-WCDMA was based on WCDMA however only requires unpaired 3G spectrum rather than paired that WCDMA needs.
Looking at the overall picture Vodafone don't need Woosh, they could roll out a 256kbps broadband service today to compete with Woosh and do a far better job even with the limitations they face. Woosh's whole business plan was dodgy from day 1, remember at the moment they can only offer 16mbps per sector which equates to just on 45mbps per cellsite.
When you look at the cost of building a site vs the maximum number of theoretical users running at 512kbps that site can support vs the revenue you are getting it it just doesn't add up.
Jama: Latency on EVDO RevA is around 50ms - that would be alright for gaming.
HSDPA has around 70ms latency, from what I understand, however with the implementation of HSUPA the latency will be much lower than this, due to HSUPA having potentially 5.8Mbit of bandwidth.
Speed has nothing to do with latency. There is a difference between what is 'lab latency' and what is 'real world latency'. So, even though in theory HSUPA will have a higher top speed the latency will depend on the implementation.
An example: EVDO RevA 'lab latency' is 20ms so expect around 50ms
