I sorta did yes, and from what I can gather its an extension of current networks using cabinets where possible or localised WIFI towers etc and APs at the home to let you tap in for broadband data extensions?
Not sure how you came to that conclusion to be honest, RBI coverage is just mobile coverage from a normal cell site Voice / data / SMS

Vodafone will provide a wholesale product for broadband and home phone, selling a wireless router which includes a wireless broadband connection, telephony service, WiFi and Ethernet networking capabilities. A roof antenna is included for houses that require it, due to distance or geography.

For all options customers will need a WiFi broadband router, which Vodafone will offer through retail service providers. For customers living in remote areas, Vodafone will also offer an external antenna which will sit on their roof and point to the nearest cell tower.
Which I translated as, everyone in the area would need to get another device with directional antenna pointing at the cell site a few kms away to grab signal and get internet and VOIP. As oposed to clarifying more mini towers are being installed to cover blackspots.
