Hi all

Once again I am not 100% sure where this post fits in exactly. Moderators feel free to move if you see fit.

I am trying to find out if there are any regulations or legislation related to setting up a Wi-Fi community to cover a largish area.

For instance if we offer VoIP over the wireless would we be considered as a telco and then need to register as a telco?

If anyone has any information or can direct me to the right place it would be appreciated.

From memory I think there is a 100milliwatt limit on transmit power, I'd guess if you were going over that and someone reported you as interferring with their equipment/services you'd have some regulatory body come and tell you off.

AFAIK its 1 watt EIRP on WiFi bands (2.4ghz/5.8ghz). I ran a 5 watt EIRP setup for a while without getting in trouble thought :)

I don't see why you need to register as a "telco" or even if there is such a process. They aren't licensed in this country (business is pretty easy in NZ!) so just setup your gear, buy the bandwidth and away you go!

You would want to register as a provider, otherwise you would be responsible for any illegal P2P download coming out of your IP range...

Lots of people in NZ are now using Wi-Fi to provide large areas of coverage. It's open spectrum for anyone to use so stay within power outputs and generally behave politely [no maliciousness] and away you go.

Primo Wireless, EOL.co.nz , 2-Way Airtime Services, Northland Connect and others have larger or smaller networks. For example, the one at Matarangi says [from the Zenbu list of zones] "DISCOUNTED VOUCHERS AT MATARANGI BEACH REALTY - SAVE HUGE AMOUNTS from Online Rates!! CASH ONLY MATES RATES-$8 for 100MB(20%disc) $14 for 200MB(30%disc=$6 OFF!!) 4 ZONES in Central Matarangi. 3 Zones along Kowhai Ave and at 1 The Villas. Regular User?? Want a monthly plan-Email us at matarangiwifi@gmail.com" Whether you consider $8 for 100MB a "HUGE AMOUNT" of discount is another question.

You'd need a data management system. The Zenbu system enables you to provide free wifi in controlled amounts either by giving away access vouchers or allocating monthly amounts to "friends". If you want to, you can charge "outsiders".
