myopinion: That would be an SMS though? The message was a generic alert not an SMS. Cell broadcasting wouldn't be open to just anyone would it?

From the little I can find it looks like iOS may display SMS-CB as an alert not a text.  See http://graphics8.nytimes.com/images/2013/05/29/business/Adco/Adco-popup.jpg

Wasn't there a youtube recently about a Dutch 'watch the road while driving' ad in a movie cinema where they set ALL the phones off to illustrate the point?

Found it:

Bung: A few years ago the Dutch theatre group Vis à Vis used the tried and true method of having a stooge in the audience let a planted phone ring. The subsequent confiscation and smashing to bits had everyone switching sound off.

We went to Cirque Du Soleil's 'Ka' at the MGM in Las Vegas and they did exactly this before the show started. Had a guy with a dummy phone that the performer smashed when he heard the camera click. Then the performer picked up the guy and threw him over the edge of the stage. Was quite funny!
They had a bunch of people in the crowd constantly telling people to turn off their phones too so clearly something the take rather seriously.
