Pretty clear form that post that he doesn't want to and couple, of reasons are stated.

Ruphus: I just use a Spark MF910 or E5220 in the car with a Skinny SIM. They are not permanently installed but it wouldn't be to hard to do. The MF910 even has external antenna connection ports.
in low signal areas, i have been known to roam around with my MF910 running, antennas plugged in stuck to roof.
works well for those edge cases where there's no signal and you don't wanna deploy the satellite! just the right mix of signal.

They are not locked, but some have less generic firmware than others. It is only the SIM cards used for Fixed Wireless Broadband that are locked to a particular device.
