My dad uses Express VPN while he's in China. He was there a few months ago, unsure if it's still usable now.

@nas Was your Dad roaming or using a standard Chinese internet connection over Wi-Fi / Ethernet ?

I didn't ask, I assume he just used it when on wifi/ethernet.
My parents live in Brisbane and use Vodafone AU, but as you've mentioned you dont need VPN when on roaming data.

Just be fully aware of the changes they are occurring this month. It wouldn't surprise me if every VPN stops working after the recent announcements, after all it's not particularly difficult for them to kill everything if they wanted.

Yeah I was reading about that. ExpressVPN offer a 30-day money back guarantee so if it stops working or doesn't work then it's no big deal.

If you're remotely geeky you can purchase a low end spirit VPS and then run OpenVPN back to your own host. It's a Linux VPS that you pay $5 or so per-annum (yes it's an annual charge) to get a very small VM that has just enough to run a OpenVPN or a mini web server should you desire (128/256MB of ram and 3GB of disk) behind a shared NAT of 20 ports.
Many Chinese seem to use this service as when I have used it as the Public IP is shared but the port range is locked to your own VPS the location comes up as HK for me.
YMMV if you are up for the task of setting it up. But it's a super cheap option.
