you can get routers with detachable antenna and you could make up a small extension cord to get the antenna out the window or some antenna that you buy have a short lead on them that could be just what you want, but this plan probably would involve you buying to routers
The easiest thing to do would be to use a simple Homeplug. It means you'll need to plug your lappy in though. Or plug the Homeplug into a wireless AP in your apartment if wireless is essential. Either way, its not gonna be cheap. Probably easier/cheaper to get broadband yourself.

Usually in each aparment you get at least one phone cable, which has 4wires/2pair your friends apartment will already be using a single pair for the DSL/telecom line, leaving another single pair free.
You can get a phone technician to join the remaining pair from your friends apartment, to your apartment via the PBX room. This depends on the building:
often it can be done in the PBX room in the basement if all the connections terminate to the basement.
Othertimes each floor has a PBX room where the exchange lines terminate seperately for each floor you may get told its not possible to join the wires between apartments on different floors in this case but I've been able to convice the tech to drop a phone cable from the top pbx room to the lower pbx room through a riser cuboard to make it possible (easier than it sounds).
Then you can purchase two VDSL modems like this and this (both are required) put one at each end of the phone line joining the two apartments, then plug the ethernet port from one into your friends network and from the other plug an ethernet cord into your pc.
Generally there is no configuration required the bridge is automatically created its no different than you plugging your pc into his network directly, so DHCP etc.. will work fine.
I would expect to pay $150 for a phone tech to do the work, $300 for each modem so its not cheap but it will be reliable get the tech to confirm it can be done before you buy the modems!
Otherwise if you go wireless get 802.11A gear rather than 802.11G/N every man and their dog seems to have wireless now in the 802.11G range making interference a big problem across longer distance. I would avoid brands like D-LINK and choose something like Engenius (or anything with Senao chipsets or the like) as these often put out a decent amount of power but also are quite sensitive. Unfortunently this kind of gear isnt going to be much cheaper than the VDSL prices.
I would try the out door antenna option that would be cheapest and easiest to do, try get the router close to the window and then try putting the computer close to your window, with windows open see if you get any signal then? or on the balcony if you have one, see if you get a sniff of the wifi at all? if you do outdoor antenna might be the way to go. Remember when trying this the router doesn't have to be plugged into the telephone jack just needs some power, for testing. Thanks
