With a limit of 50MB per person they could probably operate this with a residential BB connection of, say, 30GB, and wifi modem in each restaurant.

What do McDonalds mean by limiting customers to 50MB per session? Once I use 50MB can I disconnect then reconnect and get another 50MB?

after you hit 50MB (regardless of reconnects) then you probably wont be able to do any more traffic on your specific MAC address (hardware id on wireless network card) until the next day.  If you can spoof your MAC address however....

A client of mine is having their free wifi abused really badly, so looking for a way to easily implement this.  Hence my questions about who is running the infrastructure.

campbell software, who i have dealt with in the past, sell zyxel kit and have hotspot products on their catalog.  you could give them a call and see what they can offer: http://www.campbell.co.nz/

alternatively, i'm sure there are  linux distros that can do all that when connected to a standard AP.

I wonder if after the McDonald's 50MB is used people can buy some on-line.   At Auckland City Council libraries it is 100MB per day free and that's all.  http://www.aucklandcitylibraries.com/aboutthelibraries/services/WIFI.aspx  Go back the next day if you want more.  There is no option to buy some if you want more.   It's a ridiculous system.  

And the council allows free internet by time on the fixed computers so people downloading videos blocks it for others.   I sat by a young school girl downloading half a dozen movies while she watched one.  The internet speed was of course hopeless.
