Our phones received it including my back up phone (iPhone) that did not have a SIM

Never heard a thing. As usual, my phone was off. No sign of any message either. That strikes me as odd.

That is by design, the message is for immediate action, so is not "stored" like SMS's are

On Android you can see a list of messages. Open Settings, search for Emergency Alerts and there's an option to show messages received.

I have a phone with an expired Spark SIM that still got the emergency alert. NetMonitor show Spark LTE cell details, but phone status bar says emergency calls only.

 

I guess as long as it is camping on a NZ network it will get it regardless of if it is authenticated or not. I don't see a problem with this IMHO but can see why it would be surprising.

I received it on my iPhone 16 Pro, then on my Apple Watch Ultra a couple of seconds later. 

 

It's great to know that the watch can receive the alerts independently as it could be really useful if, for example, there is a tsunami alert while I am running around the coast.

If only it told you which network the alert was received on, then I could figure out which network (of the two installed SIMs) wasn't sending me an alert.

Apparently not. It just surprises me that I would not even receive an emergency text after the fact. It is an emergency, after all. People might switch their phones on after something happens to see what is going on.
