How do you do number 3?
Get a SIP client. I did this for a few months with SIPDroid. It was quite nice being able to take and make calls from my "homeline" pretty much anywhere where there was wifi.
PS: My list would be pretty similar to the above, along with easily blacklisting numbers. I'm with 2talk too.
I use the android app Zoiper. It works very well when at home and even over 3G (with good signal strength)
My only problem is that when I arrive at the office my phone switches to the corporate WIFI. They block VOIP.
Now apparently you can use a STUN server to get around this problem. Has anybody had success in configuring something like this before? I would love my VOIP to work on any wifi network and not be limited to my home wifi or 3G use.
