Have you looked at hero.co.nz?  I have been using them for just over 6 months and they've been fine, no hiccups.

 

 

 

Not as complex a setup as you need but pretty sure they can tick most of you boxes.  Customer service has been excellent, not that I've really needed them much.

I work for an IT company and we have a large UCP, you could use your existing LIP-9010 phones to talk directly to our cloud pbx, do you have any analog requirements?
