How can i create a new partition on my hard drive????

(note: hard drive has already been set up already with windows and extraneous files etc)

Try gParted
It can be run from a livecd and can create partiions from freespace rather than requiring a format

http://gparted.sourceforge.net/

speaking of partitions I setup a Vista / XP Dual boot today

yes,
just playing round with vista, seeing how it works on my machine and whether it works for me. I didn't want to scrap my xp setup.

In the end I will end up going back to xp or scrapping it and going all vista

Make sure you have one or more partitions and when installing just install the 2nd OS onto a different partition

Then use something like VistaBootPro to add an XP entry to the Vista boot loader
